Doctors’ strikes are legally permissible in the UK, with the situation differing in other countries. But are they morally permissible? Doug McConnell and Darren Mann have systematically attempted to dismiss the arguments for the moral impermissibility of doctors’ strikes and creatively attempted to provide further moral justification for them. Unfortunately for striking doctors, they fail to achieve this. Meanwhile, junior doctors’ strikes have continued in the UK through 2023 and have now extended into 2024. In this response, which focuses on (...) the UK situation and specifically junior doctors’ strikes in the National Health Service (NHS) in England, I will demonstrate a central problem with their arguments—namely that they underplay the harms caused by prolonged doctors’ strikes by ignoring the harms to patients with cancer. This weakens their conclusion that strikes are morally permissible in terms of the conditions and thresholds they set. I then provide a psychological critique of their justification for strikes in terms of the interests of the public. It follows that invoking the controversial concept of supererogatory action is ungrounded but also absurd when you consider time-critical cancer care. If those representing striking doctors wish to maintain a modicum of moral respectability, they should mitigate for patients with cancer and negotiate reasonably and with urgency. (shrink)

Contractarians aim to derive moral principles from the dictates of instrumental rationality alone. But it is well-known that contractarian moral theories struggle to identify normative principles that are both uniquely rational and morally compelling. Michael Moehler's recent book, *Minimal Morality* seeks to avoid these difficulties by developing a novel "two-level" social contract theory, which restricts the scope of contractarian morality to cases of deep and persistent moral disagreement. Yet Moehler remains ambitious, arguing that a restricted version of Kant's categorical imperative (...) is a uniquely rational principle of conflict resolution. We develop a formal model of Moehler's informal game-theoretic argument, which reconstructs a valid argument for Moehler's conclusion. This model, in turn, enables us to expose how a successful argument for Moehler's contractarian principle rests on assumptions that can only be justified by subtle yet significant departures from the standard conception of rationality. We thus extend our understanding of familiar contractarian difficulties by showing how they arise even if we restrict the scope of contractarian morality to a domain where its application seems both promising and necessary. We show that the problem lies not in contractarians' immodest ambitions but in the modest resources rationality can offer to satisfy them. (shrink)

This paper documents the types and amounts of aid exchanged between adults and their non-coresidential parents. Data for the study are drawn from a representative national sample survey of Americans age 19 and older conducted in 1987–1988. Exchanges of monetary and material resources, childcare, household assistance, and companionship and advice are considered.Patterns of intergenerational exchange are found to differ by gender, family structure, age, ethnicity, and socioeconomic situation. Differences in exchange between males and females and between whites and Mexican-Americans are (...) related to other life-course characteristics, and to the availability and proximity of kin. Blacks and persons living in poverty are shown to be less involved than other groups in intergenerational exchanges. Darwinism, Democracy, and Race examines the development and defence of an argument that arose at the boundary between anthropology and evolutionary biology in twentieth-century America. In its fully articulated form, this argument simultaneously discredited scientific racism and defended free human agency in Darwinian terms. The volume is timely because it gives readers a key to assessing contemporary debates about the biology of race. By working across disciplinary lines, the book's focal figures--the anthropologist Franz Boas, the cultural anthropologist Alfred Kroeber, the (...) geneticist Theodosius Dobzhansky, and the physical anthropologist Sherwood Washburn--found increasingly persuasive ways of cutting between genetic determinist and social constructionist views of race by grounding Boas's racially egalitarian, culturally relativistic, and democratically pluralistic ethic in a distinctive version of the genetic theory of natural selection. Collaborators in making and defending this argument included Ashley Montagu, Stephen Jay Gould, and Richard Lewontin. Although A-consciousness and P-consciousness are conceptually distinct, a refined notion of A-consciousness makes it plausible that the two are empirically inseparable. I suggest that the notion of direct availability for global control can play a central role here, and draw out some consequences.

This paper argues that higher-order doubt generates an epistemic dilemma. One has a higher-order doubt with regards to P insofar as one justifiably withholds belief as to what attitude towards P is justified. That is, one justifiably withholds belief as to whether one is justified in believing, disbelieving, or withholding belief in P. Using the resources provided by Richard Feldman’s recent discussion of how to respect one’s evidence, I argue that if one has a higher-order doubt with regards to P, (...) then one is not justified in having any attitude towards P. Otherwise put: No attitude towards the doubted proposition respects one’s higher-order doubt. I argue that the most promising response to this problem is to hold that when one has a higher-order doubt about P, the best one can do to respect such a doubt is to simply have no attitude towards P. Higher-order doubt is thus much more rationally corrosive than non-higher-order doubt, as it undermines the possibility of justifiably having any attitude towards the doubted proposition. (shrink)

It is widely believed that for all p, or at least for all entertainable p, it is knowable a priori that (p iff actually p). It is even more widely believed that for all such p, it is knowable that (p iff actually p). There is a simple argument against these claims from four antecedently plausible premises.

A natural way to think about epistemic possibility is as follows. When it is epistemically possible (for a subject) that p, there is an epistemically possible scenario (for that subject) in which p. The epistemic scenarios together constitute epistemic space. It is surprisingly difficult to make the intuitive picture precise. What sort of possibilities are we dealing with here? In particular, what is a scenario? And what is the relationship between scenarios and items of knowledge and belief? This chapter tries (...) to make sense of epistemic space. It explores different ways of making sense of scenarios and of their relationship to thought and language. It discusses some issues that arise and outlines some applications to the analysis of the content of thought and the meaning of language. (shrink)

Frank Ramsey (1931) wrote: If two people are arguing 'if p will q?' and both are in doubt as to p, they are adding p hypothetically to their stock of knowledge and arguing on that basis about q. We can say that they are fixing their degrees of belief in q given p. Let us take the first sentence the way it is often taken, as proposing the following test for the acceptability of an indicative conditional: ‘If p then q’ (...) is acceptable to a subject S iff, were S to accept p and consider q, S would accept q. Now consider an indicative conditional of the form (1) If p, then I believe p. Suppose that you accept p and consider ‘I believe p’. To accept p while rejecting ‘I believe p’ is tantamount to accepting the Moore-paradoxical sentence ‘p and I do not believe p’, and so is irrational. To accept p while suspending judgment about ‘I believe p’ is irrational for similar reasons. So rationality requires that if you accept p and consider ‘I believe p’, you accept ‘I believe p’. First, I should clarify the notion of "taking consciousness seriously", which serves as a premise in my work. Mulhauser characterizes this as the assumption that no cognitive theory of consciousness will suffice. The latter assumption would indeed beg some crucial questions, but it is not the assumption that I make. I make an assumption about the problem of consciousness, not about any solution. To quote (p. xii): Throughout the book, I have assumed that consciousness exists, and that to redefine the (...) problem as that of explaining how certain cognitive and behavioral functions are performed is unacceptable. This is what I mean by taking consciousness seriously. That is, the premise is simply that there is a phenomenon to be explained, and that the problems of explaining such functions as discrimination, integration, self monitoring, reportability, and so on do not exhaust all the problems in the vicinity. The deepest problem of consciousness, as I understand it, is not the problem of how all these functions are performed, but rather the problem of explaining how and why all this activity supports states of subjective experience. Ebert can only bizarrely assert that while "We agree that p" commits Socrates to what is said, "We agreed that p" does not . In addition, while Ebert repeatedly maintains that we can "possibly" or "perhaps" infer something about Plato from Socra- tes' commitment to a view , he never explains why we should. We propose an alternative resolution of Simpson's paradox in multiple classification experiments, using a different maximum likelihood estimator. In the center of our analysis is a formal representation of free choice and randomization that is based on the notion of incompatible measurements.We first introduce a representation of incompatible measurements as a collection of sets of outcomes. This leads to a natural generalization of Kolmogoroff's axioms of probability. We then discuss the existence and uniqueness of the maximum likelihood estimator for a (...) probability weight on such a generalized sample space, given absolute frequency data.As a first example, we discuss an estimation problem with censured data that classically admits only biased ad hoc estimators.Next, we derive an explicit solution of the maximum likelihood estimation problem for a large class of experiments that arise from various kids of compositions of sample spaces. We identify the (categorical) direct sum of sample spaces as a representation of “free choice,” and the (categorical) direct product as a representation of “randomization.”Finally, we apply the foregoing discussion to the case of multiple classification experiments in order to show that there is no Simpson's paradox if the difference between free choice and randomization is recognized in the structure of the experiment.A comparison between our new estimator and the “usual” calculation can be summarized as follows: Pooling the data over one classification factor in the “usual” way in fact destroys or ignores the information contained in it, whereas our proposed maximum likelihood estimator is a proper marginal over this factor that “averages out” the information contained in it. In the late 19th century, physiologists such as David Ferrier, Eduard Hitzig, and Hermann Munk argued that cerebral brain functions are localized in discrete structures. By the early 20th century, this became the dominant position. However, another prominent physiologist, Friedrich Goltz, rejected theories of cerebral localization and argued against these physiologists until his death in 1902. I argue in this paper that previous historical accounts have failed to comprehend why Goltz rejected cerebral localization. I show that Goltz adhered to (...) a falsificationist methodology, and I reconstruct how he designed his experiments and weighted different kinds of evidence. I then draw on the exploratory experimentation literature from recent philosophy of science to trace one root of the debate to differences in how the German localizers designed their experiments and reasoned about evidence. While Goltz designed his experiments to test hypotheses about the functions of predetermined cerebral structures, the localizers explored new functions and structures in the process of constructing new theories. I argue that the localizers relied on untested background conjectures to justify their inferences about functional organization. These background conjectures collapsed a distinction between phenomena they produced direct evidence for (localized symptoms) and what they reached conclusions about (localized functions). (shrink)

The appearance of consciousness in the world is an amazing and puzzling fact in its own right. Indeed, consciousness is one of the most mystifying features of the cosmos. The unity of consciousness is something that cries out for analysis and explanation as well. This chapter provides a way of relating the three types of unity: objectual phenomenal unity; subject phenomenal unity; and subsumptive phenomenal unity. According to Tim Bayne and David Chalmers, this sort of unity is irrelevant for (...) investigating the nature of consciousness' unity because it is trivially true by definition and tells us nothing about consciousness. Many thinkers, including Bayne himself, believe there is no self or subject that unifies consciousness. Bayne's position amounts to a bunch of mere assertions that allow him to avoid an obvious solution: substance dualism. (shrink)

We present a one per cent measurement of the cosmic distance scale from the detections of the baryon acoustic oscillations in the clustering of galaxies from the Baryon Oscillation Spectroscopic Survey, which is part of the Sloan Digital Sky Survey III. Our results come from the Data Release 11 sample, containing nearly one million galaxies and covering approximately 8500 square degrees and the redshift range 0.2 < z < 0.7. We also compare these results with those from the publicly released (...) DR9 and DR10 samples. Assuming a concordance Λ cold dark matter cosmological model, the DR11 sample covers a volume of 13 Gpc3 and is the largest region of the Universe ever surveyed at this density. We measure the correlation function and power spectrum, including density-field reconstruction of the BAO feature. The acoustic features are detected at a significance of over 7σ in both the correlation function and power spectrum. Fitting for the position of the acoustic features measures the distance relative to the sound horizon at the drag epoch, rd, which has a value of rd,fid = 149.28 Mpc in our fiducial cosmology. We find DV = at z = 0.32 and DV = at z = 0.57. At 1.0 per cent, this latter measure is the most precise distance constraint ever obtained from a galaxy survey. Separating the clustering along and transverse to the line of sight yields measurements at z = 0.57 of DA = and H =. Our measurements of the distance scale are in good agreement with previous BAO measurements and with the predictions from cosmic microwave background data for a spatially flat CDM model with a cosmological constant. © 2014 The Author Published by Oxford University Press on behalf of the Royal Astronomical Society. Both unipolar and bipolar depression have been linked with impairments in executive functioning. In particular, mood symptom severity is associated with differences in common EF, a latent measure of general EF abilities. The relationship between mood disorders and EF is particularly salient in adolescence and young adulthood when the ongoing development of EF intersects with a higher risk of mood disorder onset. However, it remains unclear if common EF impairments have associations with specific symptom dimensions of mood pathology such as (...) blunted positive affect, mood instability, or physiological arousal, or if differences in common EF more broadly relate to what is shared across various symptom domains, such as general negative affect or distress. To address this question, bifactor models can be applied to simultaneously examine the shared and unique contributions of particular mood symptom dimensions. However, no studies to our knowledge have examined bifactor models of mood symptoms in relation to measures of common EF. This study examined associations between common EF and general vs. specific symptom dimensions using structural equation modeling in adolescents and young adults with varying severity of mood symptoms. A General Depression factor capturing shared variance across symptoms statistically predicted lower Common EF. Additionally, a factor specific to physiological arousal was associated with lower Common EF. Anhedonia-specific and Mania-specific factors were not significantly related to Common EF. Altogether, these results indicate that deficits in common EF are driven by, or reflect, general features of mood pathology that are shared across symptom dimensions but are also specifically associated with physiological arousal. Based on proteomic, biophysical, and functional evidence, we hypothesize that binding to G proteins modulates the activity (...) and signaling of nAChRs in cells. It is important to note that while this hypothesis is new for the nAChR, it is consistent with known interactions between G proteins and structurally related ligand‐gated ion channels. PITTION MY PURPOSE IN THIS PAPER is to discuss an aspect of Hume's reading of Pierre Bayle, the French "Philosopher of Rotterdam. ''1 I am not concerned here with the identification of Hume's direct borrowings from Bayle in the Treatise, nor with the much wider problem of a probable influence of Bayle on (...) Hume. It is indeed possible to identify in the Treatise a number of specific points taken from Bayle. Kemp Smith listed four at least: the account of skepticism, the discussion of Spinoza, the discussion of animal intelligence, and the criticism of the argument from design. 2 All of these come from Bayle's Dictionnaire. External evidence confirms that in 1732 Hume had a work of Bayle, presumably a copy of the Dictionnaire. Other borrowings from Bayle have been identified in the Treatise and in Hume's other works. This is no surprise, for in the eighteenth century Bayle's Dictionnaire was used as it was intended in the first instance, that is, as a reference work. In detailing the borrowings from Bayle, Kemp Smith also touched upon the broader question of influence when he stated that Hume's Pyrrhonism, particularly in relation to his treatment of religion, may also come from Bayle. Many recent scholars have followed suit. A problem of influence however is always a difficult one, and particularly so in this case. There was, as R. H. Popkin has pointed out, a broad awareness of continental skepticism among British philosophers of the eighteenth century. 3 However, apropos Berkeley, A. A. Luce has remarked that the trouble with eighteenth-century continental skepticism was that it had various objectives and took various forms. 4 This is true of Bayle himself. Within skepticism Bayle's position was known for its extremism, and it was this extremism that brought him notoriety. During the eighteenth century Bayle was the philosopher who promoted a systematic use of the Pyrrhonic mode of argument. He was acknowledged above all for having set up a double paradox: that any attempt at a rational theodicy must lead to Manicheism and that to argue for a rationalist Christian ethics is to argue the case of an atheistic one as well. Mention of a Baylian position by an eighteenth-century writer is therefore no guarantee that the writer has actually read Bayle's works: Bayle is a sort of figurehead for Pyrrhonism, Manicheism, or often even atheism, but one can doubt that there is behind the mention of these basic positions any serious reflection on his thought. There are exceptions of course. Luce and H. M. Bracken have shown that Bayle played a seminal role in the formation of Berkeley's thought? When phylogenetic trees constructed from morphological and molecular evidence disagree (i.e. are incongruent) it has been suggested that the differences are spurious or that the molecular results should be preferred a priori. Comparing trees can increase confidence (congruence), or demonstrate that at least one tree is incorrect (incongruence). Statistical analyses of 181 molecular and 49 morphological trees shows that incongruence is greater between than within the morphological and molecular partitions, and this difference is significant for the molecular partition. Because the (...) level of incongruence between a pair of trees gives a minimum bound on how much error is present in the two trees, our results indicate that the level of error may be underestimated by congruence within partitions. Thus comparisons between morphological and molecular trees are particularly useful for detecting this incongruence (spurious or otherwise). Molecular trees have higher average congruence than morphological trees, but the difference is not significant, and both within- and between-partition incongruence is much lower than expected by chance alone. Our results suggest that both molecular and morphological trees are, in general, useful approximations of a common underlying phylogeny and thus, when molecules and morphology clash, molecular phylogenies should not be considered more reliable a priori.
